Innovative literacy is one of the core contents of the construction of PE teachers in the ordinary university. The structure model of the ordinary university sports teachers' innovative literacy is built according to systematic method, documentary method, questionnaire survey and mathematical method. research shows that the construction of PE teachers in the ordinary university is composed by six items of eleven sensitive index such as disciplinary knowledge, information literacy, psychological traits, Innovative security and work experience. It has the fundamental feature about dynamics and openness.
