Since 1960s, industrial alliances have sprung up in large quantities on a global scale, serving as the key approach for enterprises to enhance innovation efficiency and gain competitive advantages. At present, hundreds of strategic alliances of industrial technology innovation have appeared in China. However, many enterprise alliances fail to share resource and conduct corporation. Therefore, the alliance performance does not meet the target. This paper argues that different motivations of the establishment of industry alliance determine the alliance’s selection mode, its way of learning, competition and innovation; likewise it determines the influence factors, evaluation methods and approaches to improve alliance performance, thus ultimately affecting government policy. The paper analyzes the correlation between technology intermediaries and industrial alliance’s innovation performance by studying large sample data of the industry alliance in Zhejiang Province from the perspective of technology intermediaries.
